{"id":1770,"date":"2022-06-23T00:25:46","date_gmt":"2022-06-23T00:25:46","guid":{"rendered":"https:\/\/citywatch.ng\/nigerias-internet-regulator-releases-draft-to-regulate-google-facebook-tiktok-and-others-techcrunch\/"},"modified":"2022-06-23T00:25:46","modified_gmt":"2022-06-23T00:25:46","slug":"nigerias-internet-regulator-releases-draft-to-regulate-google-facebook-tiktok-and-others-techcrunch","status":"publish","type":"post","link":"https:\/\/citywatch.ng\/?p=1770","title":{"rendered":"Nigeria\u2019s internet regulator releases draft to regulate Google, Facebook, TikTok and others &#8211; TechCrunch"},"content":{"rendered":"<p><span data-preserver-spaces=\"true\">Nigeria has announced plans to regulate internet companies like Facebook, WhatsApp, Instagram (all owned by Meta), Twitter, Google and TikTok in a draft shared by the country\u2019s internet regulator.\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">This information, released by the National Information Technology Development Agency (NITDA) on Monday, can be viewed on its\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/nitda.gov.ng\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">website<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0and\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/twitter.com\/NITDANigeria\/status\/1536392359977664512?cxt=HHwWgIC-wcKtrtIqAAAA\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Twitter page<\/span><\/a><span data-preserver-spaces=\"true\">.\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">Just six months ago, Nigeria lifted the ban on Twitter, six months after it first\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/techcrunch.com\/2021\/06\/04\/nigeria-suspends-twitter-operations-says-platform-undermines-its-corporate-existence\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">declared a crackdown<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0on the social media giant in the country.\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">According to a memo written by Kashifu Inuwa Abdullahi, the director-general of NITDA to Nigeria\u2019s president, Muhammadu Buhari, at the time, one of the three conditions Twitter agreed to &#8212; for its reinstatement &#8212; was setting up \u201ca legal entity in Nigeria during the first quarter of 2022.\u201d\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">The others included paying taxes locally and cooperating with the Nigerian government to regulate content and harmful tweets.<\/span><br \/><span data-preserver-spaces=\"true\">We\u2019re halfway through the year, and it appears that none of the conditions has been met yet. But that hasn\u2019t stopped the government from forging ahead to extend these requirements to other internet companies: Meta-owned platforms, Twitter and Google.\u00a0<\/span><br \/>PRESS RELEASE<br \/>13th June 2022<br \/>National Information Technology Development Agency (NITDA) Issues a Code of Practice for Interactive Computer Service Platforms\/Internet Intermediaries and Conditions for Operating in Nigeria<br \/>\ud83d\udc47 <a href=\"https:\/\/t.co\/N9y3qfyCIu\">pic.twitter.com\/N9y3qfyCIu<\/a><br \/>&mdash; NITDA Nigeria (@NITDANigeria) <a href=\"https:\/\/twitter.com\/NITDANigeria\/status\/1536392359977664512?ref_src=twsrc%5Etfw\">June 13, 2022<\/a><\/p>\n<p><span data-preserver-spaces=\"true\">The\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/nitda.gov.ng\/wp-content\/uploads\/2022\/06\/Code-of-Practice.pdf\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">draft<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0is titled \u201cCode of practice for interactive computer service platform\/internet intermediaries.\u201d The internet regulator claims that these conditions are aimed at \u201cprotecting fundamental human rights of Nigerians and non-Nigerians living in the country\u201d as well as \u201cdefine guidelines for interacting on the digital ecosystem.\u201d<\/span><br \/><span data-preserver-spaces=\"true\">They include:<\/span><br \/><span data-preserver-spaces=\"true\">\u201cThe new global reality is that the activities conducted on these online platforms wield enormous influence over our society, social interaction and economic choices. Hence, the Code of Practice is an intervention to recalibrate the relationship of online platforms with Nigerians in order to maximise mutual benefits for our nation,\u201d Hadiza Umar, the agency\u2019s head of corporate affairs, said in the press statement.\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">NITDA said it wrote the draft with a presidential directive. It also claimed to collaborate with Nigeria\u2019s communications and broadcasting regulatory bodies&#8211;and welcomed input from the internet companies its draft affects.\u00a0\u00a0<\/span><br \/><span data-preserver-spaces=\"true\">The agency said the draft is open to review and comments from the public. However, given the backlash it received after Twitter\u2019s ban and fears of monitoring and free speech stifling by the Nigerian government, it\u2019s unclear why the agency went ahead to compose this draft.\u00a0<\/span><br \/><a href=\"https:\/\/techcrunch.com\/2022\/01\/12\/nigeria-lifts-ban-on-twitter-says-the-social-media-giant-has-met-some-conditions\/\">Nigeria lifts ban on Twitter, says the social media giant has met conditions<\/a><\/p>\n<p><span data-preserver-spaces=\"true\">But this isn\u2019t the first time the Nigerian government has attempted to regulate social media platforms; it has flirted with the idea over the past couple of years. The latest was last June when the government, in the same press release announcing Twitter\u2019s ban, directed the broadcasting regulator, the National Broadcasting Commission (NBC), to commence the process of licensing the operations of social media and OTT platforms in the country which also included the likes of YouTube, Zoom, WhatsApp and Skype.<\/span><br \/><span data-preserver-spaces=\"true\">NITDA\u2019s draft is the latest development on this front, and according to some Nigerians, it\u2019ll probably end there.
